Shortly after the fall of the Wall, Chancellor Helmut Kohl sets the course for reunification. However, German unity can only be achieved with the consent of the victorious powers of the Second World War, who still decide on "Germany as a whole". Months of difficult negotiations finally lead to the signing of the Two Plus Four Treaty by the foreign ministers of both German states, the USA, France, Great Britain and the Soviet Union on September 12, 1990. The state sovereignty of a united Germany is thus restored. In reverse, the Federal Republic guarantees, among other things, the inviolability of the existing borders.
